Target-of-opportunity observations

In principle, the information needed to keep track of how much time is being used by the different ToO and monitoring programs should be provided in the end-of-night reports, but often the information is incompletely or unclear. To improve this and make it easier to keep track of the different ToO programs the end-of-night forms were changed. Specifically moving away from a free format for the ToO information to a fixed format with pre-defined (e.g., proposal name) options.
